The MCAM is a web accessible application that provides the information needed to make informed decisions based on anticipated cost avoidance benefits, potentially reducing injuries and saving lives. It predicts direct and indirect medical costs using Military Health System data, military personnel cost data, and Veterans Affairs (VA) Disability Compensation data. These data sources are used to calculate cost factors such as: medical treatment, lost time, fatality, and training replacement for Army personnel and disability for Army Veterans. The MCAM Version 4.0 underwent a Verification & Validation (V&V) during 2020-2022, and received Accreditation in 2022 in accordance with DODI 5000.61 and Army Regulation 5-11 .
Types of MCAM Analyses
Hazard Analysis
The Hazard Analysis page is based on the concept of risk assessment, considering the severity and probability of possible health hazards assessed by the Health Hazard Assessment Program in materiel systems. The calculations within the model incorporate severity categories and probability levels with medical treatment data, manpower information, and disability data to provide an estimated itemized and total cost avoidance expected for implementing mitigation strategies designed to reduce health hazard risks to Soldiers.
ICD Analysis
The ICD Analysis page is designed to provide the capability of estimating direct and indirect medical costs associated with specific injury or illness by selecting an International Classification of Diseases, Tenth Revision, Clinical Modification (ICD-10-CM) code. It is used to demonstrate return on investment (ROI) for preventive programs and projects.
Occupation Selection
The MCAM provides the user a drop down menu to select specific grouping of occupations based on similar occupational settings that consider health and occupational exposure (e.g. health hazards and equipment use) based on job descriptions and assignments from Department of the Army Pamphlet 611-21 .
Data Sources
Force Risk Reduction (FR2) Tool. Medical treatment and cost data from the Military Health System are provided by FR2 for active component Army in a rolling 3-year

Army Military-Civilian Cost System (AMCOS) Lite Database. Salary and training cost information for active
component Army is extracted from the AMCOS Lite Database to calculation the lost time costs and training
replacement costs of the MCAM.
U.S. Department of Veterans Affairs. Disability compensation data provided by the Veteran Benefits
Administration for Army Veterans are used to determine the disability costs by the MCAM. These data are not available
publicly.
Assumptions
Lost time costs are calculated using time spent at clinic visits (2 hours) and during hospitalizations (8
hours/bed day) considering an hourly wage of the pay grades of the Soldiers treated.
Fatality costs only includes death benefits (Servicemembers' Group Life Insurance and death gratuity), equaling
to $500,000 for each fatality.
Training replacement costs are applied according to the paygrades and occupational fields of the fatalities observed.
